A guy that I barely know started to watch my instagram stories almost eight way when I started to post more selfies of me. He watches them like 20-50min after I posted them. He’s one of the first people to see my story update. He has done that the last 8 times consecutively.

at the same time he’s not even liking girl’s pictures on instagram etc and is not posting anything.

Yeah, he's creeping on your insta which means he has a crush or is just generally attracted to you. If ya like him back or think he's cool reach out and take him for coffee and a walk in a public place

Hmm since he’s doing all that why isn’t he reaching out to me?(I’ve actually reached out to him couple times and he seemed to like talking to me)

Because he's a wuss. It happens, might be an introverted type, might not want to come on too strong, might be afraid of being a bother and has low self worth. If ya want to make a connection you're gonna have to do the legwork to get him in the arena. But don't do all the work to communicate otherwise it's not a balanced partnership
