I know that staring might make some people feel uncomfortable but if a lady walks right in front of me topless I find it very hard not to have a quick glance - it's almost instinctive.

I was at a topless beach in Spain. Did I stare? No. They’re just boobs and it ain’t like every woman on the beach has some spectacular rack. There are all kinds of bodies at the beach—young, old, fat, skinny, muscular etc. So seeing some tits really shouldn’t be that big of a deal.

There's looking, staring and ogling. As someone who frequents a nude beach, I get a plethora of the 3. So let's brake it all down.
It's OK to look. We're human and we have eyes. And guys, trust me, we look too. It's only natural to look, especially if you see something that you find attractive. Sometimes, while in conversation at the beach, I'll catch people quickly looking down and so on.
Staring is where it starts to become an issue. It's impolite to stare and it's against nudist etiquette. If what you're seeing is that appealing to you, just don't make it obvious. We can tell when you are.
Ogling is the worst. I have had some guys give me that "I'm looking at you and I know you see me looking at you" type of look. I've always wondered why they think it's something that turns us on... It doesn't. If anything it's an instant red flag and a creeper brand.
In conclusion, it's OK to look; it really is. Everyone does it. Just don't stare and don't be a creep.

If I were topless, I would expect and sometimes even secretly hope for the looks. But the longer you look the creepier it gets. Only little boys can't control themselves, be a man. Glances and looks are fine, keep the drooling to a minimum. :D

If I put myself into that situation and I expected a healthy male NOT to stare, I would be a fool with impossible expectations. Hell, even I would stare, briefly, if I were on a beach and I wasn't "expecting" to see a nude person... male or female. However, my staring would be motivated by situational awareness versus lust. Europeans have a different mindset about nudity, in general, that's taught to them while they are very young.
Also they forgot that a female's boobs are private parts and should be hidden unlike a man's chest...
I wouldn't mind as long as you're not being creepy about it. I would enjoy the attention at a minimum, if not do it on purpose to make my intentions clear with you in the most... sexual case.
EXAMPLES: DON'T masturbate right there, DON'T go all male stripper. BUT: If I happen to catch your eye when I'm topless, and you catch mine, and we both know we're having an effect on each other at the level of GOD DAMN or more... we may just flirt deliciously. ;-)

I stare to if I see am man with a fat belly, epic beard and bald (I can not expect from a 35+ man that he has godlike wavy locks, but if that is the case, come to mama) and a lot of tattoos, what is wrong with staring and looking? And if a girl is topless, she wants you to look, so look. ;-)

If I went topless on a regular beach then I don't think I could complain about people staring... but I wouldn't do it in the first place because to me it's rude.
If I went to a nuddist beach then I would expect that people wouldn't stare because we wouldn't be there to stare at each other. So in that case yes, I'd hate it.
Looking and prolonged stares are 2 different things.
Prolonged staring is creepy, makes you feel uncomfortable and can even feel threatening. Look and then look away.
Another idea is to wear dark or reflective sunglasses so at least we can't see you staring :)
Of course, if you're extremely handsome, that might be another story... lol
Its a fact of life. If guys look at them in mags and porn sites. Given the chance of a bare pair, there are going to stare. They stare when you are fully dressed.

It’s not thought of badly for men, so I didn’t think anything of it back when I was in military and in shape. But now I know better than to try. I’ve never been to a nude beach if that’s what you’re asking.
Most guys wear sunglasses so they can look without getting caught.
I'm Spain when I went topless at 15 I got a lot of looks. As well as at the hotel pool. The amount of guys, even old guys on their balcony having a sneaky wank was unbelievable.

A glance is fine, I also sometimes do that by reflex (not just nude people but also if like someone stands in general). But staring is not ok, and something you should work on if you can't control it. It is be very uncomfortable when someone stares and it is not fair to people who are just dressing in a suitable way for the occasion.
Looking is fine obviously everyone will look it's only natural but staring is creepy

staring is only fine if the dude is good looking in the eyes of the one being stared at. it's less about what the behavior is and more about who is doing the behavior.
