This is nothing new. As a result of nationwide protests decades ago, in which women challenged laws by going topless, courts ruled, and laws were changed, that allow topless women in many states in the US.

It has been legal for a woman to go topless here for years now. None of those have happened because most women including myself choose not to go topless in public.
