How to get a girl’s phone number?

I live in a town of about 18,000 people. I have had no luck in getting a girls phone number that is outright flirting with me. What gives? Am I doing anything wrong? I flirt right back and the flirting goes back and forth.

I don’t go to any of the bars in town because of the low quality of girls so if I am out and about doing things and we end up flirting back and forth l am unable to get her number. Granted most of these girls are at work. I am not being delusional, this flirtation goes beyond her being nice out of friendly customer service.

I know most of it has to do with the fact that she doesn’t know me, but how else do we get to know each other. I have even gone as far as asking her to meet me somewhere after she gets off work for a drink and/or appetizers. Still no luck.
