My sister in law brushed her breasts against my arm pretty hard. She has never done since 20 years I’ve known her. Should I ask her why she did that?

So my family were invited at my sister in laws (wife’s younger sister) home over a month now. It was private party, so i was standing by the kitchen counter and there is an alleyway for anyone to pass by. Sister in law was doing something in the kitchen behind me probably cooking. So she passed by me, rubbing her breasts (both) so hard against my arm, that i could feel her padded bra shift away from her breasts! The fact that there was ample space to pass by and from my memory since I’ve known her from the last 20 years, she would always ask to be excused if she had to pass by. I wonder she did that? It’s been over a month now that I’ve never reacted to it and neither did she. Do you think it is a message I shouldn’t have ignored? Should I ask her why she did that? Is it too late to ask? She knows that I am into her and love her, yet she has never reacted on that. Based on what she has done, does it mean she loves me too? Does it mean she needs me to make love to her? Please help, I’m desperate for a honest answer!
