We broke up amicably a few months ago though still kept contact though and at one point I felt that we were close to getting back together but after some stuff happened we had an argument and she blocked me though 3 weeks later she contacted me, after a few things that happened she told me to leave her alone and she doesn't want anything to do with me anymore and I haven't talked to her since last month.
She still vents to people that know me and she isn't mentally sound from what a mutual friend told me. I'm planning to send her a meme to cheer up her at the end of the month but I'm thinking of holding off till her birthday on December, should I bother? Or should I reach out and talk to her?

I wouldn't reach out. This seems sorta toxic... the back and forth. Since you mention that someone told you she isn't mentally sound I would back off and just cut contact. Nothing good is going to come of this in my opinion. She needs to get herself right. She doesn't seem to know what she wants and changes her mind as to whether she wants contact or not... block or not... etc. I would just move on if I were you. I don't see this getting any better.
