I'm in love with a shy girl. Should I just confess?

I'm wholeheartedly in love with a shy girl and here's the problem she does not talk freely about love and relationship topics, and if I flirt simple flirting like "I'm always waiting for you" "I'm never busy when you need me" .. kind.. she just smiles and changes the topic I think even these simple things make her uncomfortable. but I've noticed like she will reach out to me or find an excuse to talk to me even when not required but again it's always work related she does start talking about something else in between but again she'll end the conversation with work. I'm a little confused if I should confess I'm madly in love with her but I've not said or done anything to make her feel that I'm in love with her because I don't want to make her uncomfortable or hurt her. what if she is just being nice to me. What should I do?

Almost a year now, I had nothing for her when we started working together, i use to avoid her thinking she's rude since she use to never continue conversation. I was so wrong because that was because of her shy nature. Slowly 3-4 months or so she started talking little more than work and that's how got to know her personally and I could connect with her on our take on relationships, family, life etc. Also she's very caring and sweet person. And somehow she's becoming more and more beautiful and cute everyday
