Here in the United States of America at least, the studies I've seen show that elderly, and children (including babies) are more likely to be abused by women then men, but that doesn't mean the average woman is more likely to abuse elderly people, and babies than the average man. The reason why the elderly, and babies are more likely to be abused by women is because about 80%+ of the primary caretakers of the elderly, and children are women.
Think about it: Most men don't take care of kids that often (even their own kids), and most men will just put their elderly parents in a nursing home, and men rarely work among the elderly. Obviously, there aren't as many cases of male abuse against these groups of people as women because most men don't deal with the elderly, and children in the first place.
To answer you question, I disagree. Since almost all rates of violent crimes are dominated by men, and most men seem to be selfish, I'd argue men are more likely to lack empathy than women.
@EnglishArtsteacher That logic could be used to explain the rate of violent crime as men are typically the victim of violent crime so one could argue that it's skewed.

Females have more interactions with the elderly and babies. Obviously this would be the case.
@jahaims I'm confused as to why more interactions would lead to more harm please elaborate
