Happens to me frequently because I part time bartend and you mix liquid courage (alcohol) and girls around and guys say a lot of things. I get complimented on things like that a lot. I guess I am pretty numb to it at this point so it doesn't really bother me at all. I just smile and say thanks. Most of the guys are just being flirty or nice. Others are trying to pick me up. I have seen some inventive strategies to that lol. Anyway if someone randomly says something like that it doesn't bother me since I am used to it. I guess other girls that aren't constantly subjected might find it a bit inappropriate or creepy but I just brush it off.

It’s one or the other way, or maybe both? Lol. But I’m used to it despite how I feel, I take it as a flattery compliment and be polite back by smiling and thanking them. Then, go about my day or business unless they wanna create conversation lol. But if it’s too strong/creepy… I will not respond and go my own way.

There is no such thing as a compliment without a hint of a 2nd. thought. If a person makes a compliments on the looks of another person, then it is genuinely because he/she ultimately wants something from that person.
On the other hand, it is less likely that a compliment based on achievement or performance has the same impact.
I personally don't like when totally unknown people address me out of the blue to tell me something that sounds like a compliment on looks, hair, smile, hands or anything similar. I am aware that it takes courage to approach a stranger to compliment her/him and to take this courage means that the person is trying to get more than just a smile on the face of that target.
That is my perception and my gut feeling has always told me that I was right, mainly if a total stranger (male) approaches me. Thank goodness, I am spared by females.
As an owner of fiery red hair, I often get nice words. If it's really a friendly way, I would accept it gracefully.
I take it as a nice compliment like anyone else would and thank them.
I can't say as nobody has ever complimented me on either. I am, however, forever triggered at every single mention of my hair because of all the NEGATIVE things they had to say when I was a kid.
