No. If I had noticed that someone only pays attention to me based on how much skin I'm showing I'd find that person shallow and realize he is only concerned with my body and not who I am. That would annoy me and I simply wouldn't talk to him or be around him. Lucky for me I rarely wear skirts or dresses so this isn't an issue and won't be one. I'm almost always in jeans or shorts depending on the season. The rare occasion that I wear a dress is usually for a nice event or dinner. So that means I'm around people I know and aren't going to perv on me showing my legs.

I don't wear dresses simply because of what you are suggesting. I did observe that perverts and voyeurs alike tend to gawk, stare and drool less when a girl wears baggy pants. That is why I wear that kind of baggy clothes because I simply abhor it when guys are being driven by their levels of testosterone and start acting strange with women.
