What does it mean when a guy stares at you without smiling?

this happens to me a lot. guys stare at me in the face without smiling. what are they thinking? most of the time I stare back because well, I don't know I guess I am curious, im a people watcher and I usually think they are cute too. but they started staring at me first so are they attracted? why don't they smile? are they waiting for me to smile?

Well, they are either creeps and dirty; trying to check you out and see what package your carrying. Or, they like you but just haven't got the balls to come and approach you.

Maybe they aren't happy? I crack a smile when I make eye contact but if I look through you, im thinking about something else and not thinking about smiling.

Means two things , he stares you with out knowing he actually stares to someone.
Second is , he finds you creepy and wrong.
