How do you talk to a cute neighbor?

So my friend is very interested in her neighbor. She always asks me for help and I have no clue what to tell her but to go up to him and talk to him. She's knows the guy's family very well, and has helped her with an accident she's recently got into. Her neighbor always stares and smiles at her but doesn't talk to say hi to her unless she says it first, but I actually saw him go up to my friend's dad and talk to him. What do I tell my friend to do to possibly get him to go up to her and talk to her? Thanks so much for the help!! (:

My friend always say "hi" and "how are you" and she tells me it's not getting her anywhere. Is there any other way she can get his attention? lol. It's seems so simple but complicated at the same time.

Pretend to be a friendly neighbor and cook him something good. Maybe thats better than just saying hi or probably too much for a first time. *shrugs*

lol just go up to him and say hi and if he was interested he would man up and make the first move
