You don't reciprocate and they're always initiating. They come back later because either they forgot or they wanted to try again to see if you change your mind.

Well, I've seen a lot of girls flirt with a guy, and once he starts flirting back she'll intentionally pull back, then flirt again once he stops pursing. Honestly it's just a stupid game people play because they're afraid to go after what they want, but honestly a lot of people also lose interest when someone pursues them. It's called the thrill of the chase, and both genders do this.
