1) player, maybe but he found something else to do, so discarded his phone and all inviting tentacles sent out to fill that day to go do them, could be another gal beat you to him & he's out with guys and has NO ETIQUETTE to manage/communicate with all the others he's bothered and perhaps waiting for his reply to make plans! Strike ONE for this loser
2) you know how some will suggest something wild, then back off from impending bad consequences as if it was all a joke? Now that he's caught a fish (or even just a hibble) he doesn't know WHAT to do with her! All his other dates turned out disasters or he's afraid to go in to the pool without knowing how to swim.
Next time (or this time!) reply with "meet me at XXXX exactly at XXXX hour" and if a no show, enjoy the venue, even phone a friend to join and NEVER accept more calls from loser = strike TWO, you're OUT
You're right with all of those options I think. But they're probably not players, players will usually want more than just a few texts every now and then. The guy could possibly be undecided about whether or not to continue things, whether that be due to a lack of interest or insecurity.
The insecurity could be a big one. He wants to have to validation. He sends you a message, you respond and then he's worried about losing your interest and he has no idea what to say and is afraid to say too much, so he'd rather say nothing and leave with some confidence that he chose to end the conversation and not you. Often guys like that have been hurt in the passed when a girl's ignored them which makes them so desperate to not say too much and be the one that doesn't respond in order to protect their damaged ego.
Hey! I'm actually going through the same thing! It's so frustrating right? With my guy I just don't know. On one hand I feel like he's not interested but on the other hand, I feel like he could be. He likes all of my pictures on Instagram, he's always the first person to view my snapchat atory, etc.
Can I ask what sign your guy is? Mine is Taurus and that behavior is actually really common with them.

This may be too simple, but maybe they forget what they're doing and wander off. I do that sometimes, but, then again, I've never been a guy hitting on a girl.

Honestly, I do this sometimes too. And it's usually either because I just get tired of talking to people and so I just stop responding to people, or it's because (like on Tinder for example) I'll stop using the app or whatever I was using to talk to them to begin with and then I forget I never responded to them. Most guys that hit you up first are interested in you, so the 'them not being interested in you' theory can be laid to rest. Unless of course they saw a few more pics of you that changed their minds lol.
just sounds like casual conversation and noone is making a move. could be your conversation is too excited or aggressive or something is throwing them off, or they are just not feeling like you are interested..
if it is texting... I have no sypathy. texting is awful form of communication.
He is probably messing with you to boost is ego everytime he has you hooked he pulls away. But on the otherhand and unlikely he just dosn't know what to say to you and is really shy. Its more like the former.
If he only talk to you when he wants to and not when you try to talk to him he doesn't care about you and isn't worth your time
A "hey" response shows a lack of interest. Respond with a question instead. It'll show intent that you want to keep the conversation going.
Women usually ignore them, so they ignore you to restore their ego.

It means he wants you to start the conversation and topic other than that, the word "hey" may sound boring to him
Maybe they think you're not interested. Try saying more than just "hey" when you respond back.
Maybe he don't know what to talk or he is expecting you'll support the conversation
