What Does It Mean When a Guy Wants to Undo Your Ponytail?

There's this boy who I have known for a few years, who always jokes with me and tries to talk to me just these few days. This might be because of he and my family were going to this retreat/camp thing together. One of his jokes is "You should cut your hair" because I have long hair (I am actually one hundred percent sure that was a joke). Then, once in a lecture class at the retreat/camp, I sat one row before him though I wanted to sit beside him because we kind of always those days do at the retreat/camp, he kept on doing something to my hair like nudging it. When I turn around he does the scissor sign meaning to cut my hair without touching my hair and mouthing the joke. I smile a lot, so I smiled to him as turned back. After those actions, he pulls on the elastic that held my ponytail. When I turned around this time, he said: "Put your hair down, it looks better.". What is this sign his showing? Did he just want to take my ponytail apart for no reason? Or what does it mean when he wants to undo your ponytail?
