What does he mean when he told me I'm special to him?

A guy I like, told me while we were hanging out that he knows he hasn't been showing me that I'm special. But that he wants me to know that I am special to him. What does he mean by this? We Met him & started taking to each other this year but just as friends we slept together & after that things mainly on my part. Got us into a fight. To the point where he wouldn't talk to me for almost a month. After that we ran into eachother, & to my surprise he wasn't mad anymore. He then told me how much he missed our times together & them he wanted to give me a hug. when we were hugging he started to kiss my forehead then my cheek. Then we kissed on the lips quickly & said our goodbye. Ever since then we started talking again. But I would notice that sometimes he would be mean to me, which I found out after that he was not over what I said to him when we first got into a fight. I made the decision to move back to where i lived before & told him how I was moving away. So a day before I'm suppose to leave.. We spent sometime together. He was actually being really nice to me, then he told me how he knows that he hasn't been showing me that I'm special & that he wants me to know that I am special to him. What does he mean by this?
