Guys, Why would a guy never talk to girls?

There's this guy I developed feelings for. He is definitely not an outgoing person and is always in the background. The thing is he never talk to girls. Whenever girls talk to him he replies but thats it. Never tries to continue the conversation and doesn't seem interested. He always hangs out with his guy mates. So i thought he was gay but he follows literally hundreds of hot girls with hot body figures on instagram.

I think the main reason is because he is shy but why would this be? is it because he has no experience of talking to girls? He is considerably attractive in my opinion (although other girls say he's not) I've known him for 4 years or so and Its only recent that i've developed interest in him. From what I remember he was better at talking to girls back then.
