I'd say it's because they find you attractive; If they thought you were ugly, they'd probably be looking away.
To be honest, I'm a bit like this too, I almost prefer it when my girl isn't very dressed-up; It's just naturally her, how she is. Plus seeing girls work out or exercise can be hot.
Guys wouldn't necessarily stare at you if you were unattractive. They might glance, but nothing you would be able to notice. There would be no point if they weren't attracted to you. So, congrats, even in your sweaty gym clothes, you are still attractive :) Haha, work it!

was at the gym the other day and there was this 40 something yr old guy just staring down this girl that was probably younger than me maybe 23. guy was ugly and fat as fuck haha and creepy to boot.

No one stares at unattractive people. Unless you have some kind of unique or intriguing deformity, it's because you're attractive.
I believe it is because women have a natural smell called pheromones. Correct if I am wrong of course but I think when you work out you tend to cause your pheromones to produce a lot of this "natural smell" and men are drawn to it.
Guys only look at things they like...
