That is something I can't answer fully. However, they are usually the single ones looking for a girl anyway :) all the decent men are probably taken like all the decent women :) except you of course or they might be so decent that they respect your privacy and space too. Just some theories and assumptions

Well, the reason you might be attracting certain type of men only could be because of the way you act, or the way you think and when you express your thinking etc. It is tough to say why exactly.
I don't know I have a boyfriend now and he’s the one that approached me. Before it was mostly creeps/guys I don’t like that approached me... sometimes you just have to wait for the right outgoing guy to come along lol

I think creeps can approach anyone , it's shame that all the Decent people seem
to be gone and you just never know who to trust , I would report to the police any
older Men that try to follow you home , take a picture of him with your phone and
keep it and give to the police , older Men shouldn't be doing that stuff to younger

1. You have warped standards of what you consider creepy.
2. You do things that somehow attract creepy guys.

A good amount of the men that aren't creepy are more cautious about approaching women because they don't want to get #Metoo'd or get accused of being creepy, so either they don't bother or they only approach women via dating apps.
Same reason why I seem to attract unattractive, crazy, or fat chicks; bad luck.
