Why is it that in society men are discouraged to shave their legs smooth by calling it gayish / effeminate/feminine while they're encouraged to shave their chest, stomach and back hair?

Although it wasn't required in our swim team back in college, I heard that other colleges' swim teams in their past believed shaving men's legs gave them a slight advantage in their competitive swimming performance. I thought that was just BS.
