The decision making head clearly liked at least part of her at some point, as did the upper head. Have you made him aware you are interested? If not how is he supposed to know? It’s not his fault if she moved before you did. Ideally the move wouldn’t be straight to sex but not all women have the same degree of self respect or self-worth, and some think giving someone programmed genetically over tens of thousands of years to hit it and quit it as a survival mechanism (for reasons we don’t need to get into here, dm if you want an evolutionary biology lecture) the one thing guaranteed to fire the quit it after hitting it mechanism if there isn’t already an emotional reason to stay. This phenomenon should be taught to girls as part of a gender specific unit in sex Ed, it could save a lot of heartbreak and distress.

Enough to sleep with her at least. Where guys differ is feelings don't necessarily have to exist for us, unlike for many women. But like women, every guy is different also, some have less "requirements" than others lol. Like some guys just have to find her physically attractive period, nothing else. Personally there has to be a bit more there for me, but I don't necessarily have to want a relationship either. But yeah the only real way to know if he likes her is for her to ask him.

If they are not in a relationship, I suggest you tell him how you feel. Although, you may want to be wary of him. Why is he hooking up with girls at such a young age? He may be a player... but then again, I do not know much about that guy or your situation.
