It’s been 5 years since a powerful man started chasing me, I turned him down uncountable times but he's still here, whats going on inside his head?

So it’s been years and he’s still trying, he shows up every 2 months pursuing me and I keep turning him down every time, he tries to call, sends me messages, poems, songs, sometimes he tells me that I should give him a chance and that I treat him so bad and that he never does the chasing ever and when I tell him I’m not interested he ends up blocking me and I be thinking that he’s done, but boy am I wrong? Couple of weeks later he unblocks and sends me a new message or search for me on different platforms and message me there. Also he drops hints sometimes on his public stories (we have a friend on common & they love to tease me by telling me that he posted a story hinting me)
I tried the nice way, I tried the rude way but I think the more I push the Harder he comes back.
He’s someone nice and he’s actually quite famous here for belonging to one of the Most richest families in my country but he’s not my type.
And should I mention that his Instagram’s full of girls? and that one time I turned on my “fbi girl power” and found out that he has a “secret” girlfriend that always complains on social media about how much her “secret” boyfriend ignores her and doesn’t care about her and that she stopped counting the times he cheated on her, as I said totally not my type.
What should I do? Tbh I like the attention but I’m done, Because in the last couple of months he showed even more determination, every couple of days, there he is. and every way I look he’s there and I want this “whatever this is” to end
