Why does a guy stare at me from far away?

there’s this guy that I don’t know at all and I barely see him but when I do see him he stares at me from far away and when I look at him he looks away quickly

one time we were in lunch and we made eye contact and wouldn’t look away until I looked away and wouldn’t stop staring at me

am I overthinking this or is the guy actually attracted to me?

Why do you think he's staring at you?

Maybe he thinks you look odd?
