When he mentioned he is "trying to organize a going out with his friends" does that mean he wants me to come as well?

Recently I was chatting with a friend and we were having a general conversation. At some point he told be "we will be talking", meaning we will keep in touch, however I know that he doesn't really replies to my texts as wanted. It's either one word or left on seen. So I told him exactly that and he said he was busy, that's why he didn't reply "properly". Then he mentioned he is trying to organize an exit with his friends. When a person tells you they are organizing something does this mean they include you in their plans as well? Or he just told me that without any particular reason? My thoughts are, if you didn't wanted the other person to come then you wouldn't tell you are organizing plans with your friends, right?
