Guy staring and watching me intensely--what could it mean?

Ok, so there's this guy. He's never spoken to me before (he's the same age as me), but every time I look somewhere or I'm talking with my friends, I can see him staring at me intensely through my peripheral vision. I don't mind because he's an attractive guy. Sometimes he pops up where I am or is at least somewhere around. One day I was at break and I was talking with some friends and I just felt like someone was staring at me from a distance, so I glanced over and he was sitting, facing my direction staring and watching me very intensely.

What could this mean?
