Guy's Behavior

A guy just stares but has never approached to talk? What could be the reason?

Guys, so this really cute guy at the gym used to stare at me. Just blank stares.
We just exchanged glances during workout.
Recently both of our families shifted to the same neighbourhood (at a different place)…So now i have seen him staring at me from a distance on some occassions. But he never approaches me or talks to me. So what’s going on in his mind?
