Note by 'prefer' i mean someone who would like a girl with bigger boobs but it isn't required at all and would be content with a woman with smaller boobs if he really liked her as a person.

To your update: it really depends on the situation. If you have a great connection with him and he doesn't have exactly what you want I don't see it as settling. Now getting with someone just to have sex personal touch and gets with him knowing he doesn't have what you want that could be seen as settling

No, it's not. Preference is preference. As long as you don't make rude jokes about flat chested women (around them or where they can see, everyone makes jokes about people\groups but it's just plain rude to do it in front of the people who fit into the group that you're clowning) or demean them because they don't fit into your dating standards then it's all good. I like certain dudes too, that doesn't make me shallow, that just means that I have a preference. As long as I don't go out and shame those dudes, it's ok.

Every guy has a right to like what he likes just like every girl. However it would be shallow if a guy were to body shame girls with small boobs in order to uplift big booby girls.
It's okay if he praises girls with big boobs but he doesn't have to mention girls that don't have big boobs.

I don't know, a lot of the women I know would've simply broken up with the guy (made up some other reason ofc) and those that wouldn't dont really have that preference. I would definitely consider breaking up with a person because of that reason alone shallow but I don't know otherwise.
