Why is he doing this?

There's this guy and I found out he and I live in the same building, and I've known him from middle school and high school. After 20+ years, I found out earlier this year that we live in the same building together. A few months ago, he was dealing with something, and I helped him out, he was very talkative with me and was saying how he wanted to get to know me, etc. we both are friends and keeping it that way due to our past relationships, etc. We have talked about having sex a few times, but it just never took place because I'm cautious with my looks and he is worried I will want more like the other girls he has been sexually involved with since he only wants sex from women. Then weeks later, he was facing issues with his rent, and I helped him because I didn't want him nor his son homeless, he was talkative and was making plans to hang out, etc. but never happened. afterwards, I've noticed he wasn't as talkative with me like he use to and every time we made plans (mostly from his end), he never followed through. recently he was in the hospital and said to me twice on two different occasions that he would call me, NEVER did. At this point, I stepped back and don't hit him up any more like I use to. I did reach out to him today to make sure he's healing ok after being out the hospital but that's the only time in the past 2 weeks. I am just curious why he never follows through with his plans when I'm only his FRIEND and it was mostly HIS IDEA? And the plans are usually about doing a play date with the kids or just chillin'. I feel he took me for granted and took advantage of me and even admitted when he got money from me the 1st time that he felt guilty. So I'm just stepping away since he's not being a good friend when I never beg him to be my friend in the first place. And what's crazy is he used to be sort of mean to me in school and it's funny that the "ugly girl" was there for him when no one else was and yet he says he respects me so much but clearly not.

Why is he doing this?
