He doesn’t want a relationship but always checks in?

I’ve been seeing this guy for about a month, he says he doesn’t want a relationship. We hook up, cuddle, talk on the phone, sometimes he comes over just to say hi after work without hooking up. If a day or two goes by and he doesn’t hear from me, he messages me just to say hey.
We have both established that we like each other, I can tell he is trying to keep a bit of a distance though.
If he doesn’t want a relationship why does he make himself a consistent part of my life?
