Guys, Do guys delete your number when they tell you "I'm moving on"? or do they keep it there in case they change their mind?

It a long story but basically, we both agreed we have a good connection and like each other and were on the same page about not wanting a relationship but then I texted him like maybe 4 times and I guess I came off like I actually did want a relationship and out of nowhere he said that he didn't feel like we really have a connection and that he's moving on. I was really surprised by this because as I said, we spoke about it and it was smooth. I guess he didn't like that I was texting him and I apologized for that and told him I was sorry he felt that way but was surprised, offered him friendship if he was down for that. And then I just said if he ever changes his mind he has my number and he's free to reach out and that I wished him the best. Also, he texted me after his trip that he was gonna be busy for a month and I confronted him about that and asked him if he was just not interested in me anymore and he said, that he was still interested and he wants to meet up with me. I didn't have sex with him by the way but that was the plan we just made out a lot and he touched my breast but thats it lol.

I feel like after I asked him if he was still interested he should have been more up front about it. Instead of wasting time. I think he found a girl who put out fast and decided not to hook up with me anymore.
