Why does the guy who ghosted me just stare?

I dated a guy last summer who was very full on and intense. He seemed very into me before he slowly started pulling away, ignoring me for days and then saying he didn’t want to rush into a relationship.

Then one day he totally ghosted me and I’ve not heard from him again. I deleted him from everything. We have mutual friends and word got around and his family had a go at him about it, he since said he felt guilty and it was ‘wrong timing’

recently we were at the same event. All he did was either stare or try to make eye contact, but said nothing and didn’t say anything after either. He would just stare with a blank expression and not breaking eye contact. It was weird, why do this? Why not just apologise or something?
