Does he like me or did he lose interest?

There is this guy that I think is cute and it’s been a month since we started making eye contact. He used to hold it and look at me and wait for me to look back but now he doesn’t look at me as much. When he does he just looks away when I look at him and sometimes he’ll glance at me at lunch or in class. I don’t think he dislikes me because he doesn’t move away or anything and he is around me in class sometimes. What does this mean? Should I make a move?

And say what? People always say this but never give advice on what to say, I’m not exactly an outgoing person and he is always with his friends and I know them in odd ways so it doesn’t exactly help. I’m not even sure he is still interested.

Ask him about what he did last weekend, what he likes to do for fun, etc. This shouldn't be what's holding you up. You really think anythimg will happen by staring at each other? You will have to talk to him eventually.
