A guy is sitting in cafe two tables away from me. He was keeping staring at me , even he saw that i am avoiding him and not giving him any attention still he kept staring at me.

Staring like this is often to do with Autism or Narcolepsy or Epilepsy so you will not be ablest and will put up with and not have a problem with it. Considering you are part of the 'equality' generation.
