The few times we have made eye contact he always looks terrified and looks away as fast as possible. I figured he was afraid of me and kept some distance. But whenever we have run into each other he always stops, either in front of me with his back turned towards me or next to me and says hello. But he never looks at me when he does that. Why would a guy behave like that?

Well, maybe he is on the spectrum. Where do these encounters occur?
He is super shy? Maybe he feels inferior to females.
Maybe he is too blinded by your beauty that he is rendered unable to look at you. Or maybe he is too focused on the task ahead of him that he cannot afford to spend his optical senses on you
