When should I text him?

So I’m falling hard for this guy, who happens to be a flight instructor. I took my test with him a couple weeks ago. I passed and he ended up giving me my endorsement for the knowledge test. It seems like we are flirting with each other and according to my friend there is a 50-50 chance. Not very high but it has been a little bit of mixed signals. It does seem like he’s interested in me though, but before I left I don’t recall if he said I need to text him when I sign up for the test or not. He stated something along that line, but again I don’t remember. Do I sign up and text him “Hey I don’t recall if you wanted me to text you when I signed up or not, but if you did then I just signed up.” Then again if any of you have anything better please let me know. This has been almost 3 weeks and I probably should sign up as soon as possible.

I’m not completely done with my exam yet. I still have one more then to get my hours in. Plus I’m not afraid of asking a guy out. I will do it just not when people are around. Again trying to keep it professional

Look ma'am there's a girl in mine apartment so she and i always use to look at each other whenever we get the chance to meet. Like you know eyes do the talking. She is younger than me. So it went for 3 years like this.

But many time i thought i was rude wid her , so one fine day i suddenly messaged her on social media that look i apologized if i ever did wrong wid you. She was asking why i was doing.
But ma'am for my inner gulit i apologized and i said that don't worry i won't message you again here and i won't disturb you. Now if you wanna block me then you can.
