Both are breakup phrases and both are conveying incompatibility but one is emphasizing that you are not compatible because you are better than them and the other is implying that you are not compatible because you are not what they are looking for.

Yes. It might sound backwards but it's what they mean. Everyone wants to be with someone that is interested in them romantically. He is not interested romantically, so he cannot be that someone for you. Hence, someone that is interested in you romantically will be more suitable.

Adding the "strongly believe" is just to be nice.
