Is “ if he picks on you, he likes you”? Really a thing?

I really like this guy at work. Normally, he’s kind and supportive to everyone around him. The only person he seems to have trouble with is me. He says I never listen to him, and it frustrates him. He picks on me CONSTANTLY, teasing me about everything, but mostly just small stuff. He does odd stuff like watching me talk to others and stares at them if they touch me. If they touch me, he has to get in between us or touch me as well. He loves making me nuts and has only admitted that he misses me because he missed picking on me, but if he truly hurts me he’ll almost follow me around and subtly check if I’m gonna be ok. He told me the other day he needs a mental break from me, but phased it like a joke so I’m not sure what he meant.

Is “ if he picks on you, he likes you”? Really a thing?
