Oh that's one of my favorite things to do! Generally speaking, when someone does this out is a show of intimacy, not necessarily sexual intimacy, but it shows that they care and want to touch you. I would say most, if not all, people who like playing with other's hair, have physical touch as one of their love languages

My wife had long hair and I love it. To me long hair is just so sexy on a girl. I love the softness, the feeling of that silkiness running through my fingers, the light smell of her shampoo and conditioner, or in my case my wife is a Chinese girl and she works at a Chinese restaurant so her hair at times smells like egg rolls, crab rangoon, etc. Mmmm. She washes her hair 3 times a week though 👍🙂
