Why would a man stare at a teen angrily?

I'm 15 and there's a man in my neighbourhood who stares at me angrily. I don't know him personally but he's a gang member and probably in his 40's and has a daughter around the same age as me. The first time this started was 2 weeks ago when my mom, older sister and I were walking by and he was standing outside a small shop in the neighborhood. My mom and sis was walking side by side and I was quite a bit behind them. The man started staring from afar with a fixated gaze only at me. then when my sis and mom passed him he walked farther out to block my path halfway while staring intensely. i looked and him and he didn't look away. he keep following me with his eyes while squinting angrily. it happened again when I saw him. he was doing construction work and when he saw me he stopped and did the same thing. This kept happening everytime I saw him. there was even a time when he was by the shop and he was holding something black (i suspect a weapon) and it's like he wanted me to see it. But here's the thing, i was walking with my mom side by side when i saw him and he looked at me normal. He didn't stare me down when anyone else was with me, he only did it when i was alone. I got tired of it and told my cousin because she is friends with the man's daughter. My cousin laughed which I suspect she thinks I'm crazy. I then told my sister and she asked if I'm delusional. I broke down crying wondering if I really I'm crazy. im scared to tell my mom because she'll probably think the same thing. but I can't lie he's one of the most popular and 'nicest' guy in the neighborhood (at least that's what everyone else thinks) I don't even know what he wants from me but I just want to give him it so he will leave me alone. Why is he doing this to me?
