Why would a guy block me on one number but not the other?

I guy I was seeing blocked me on Whatsapp after an argument. He was rude when I called him so I just left it alone.

He has two numbers, one personal and one work.

I didn't reach out to him but he didn't block me on the second one but he changed his profile pic to a picture of himself (I can see it change in my contacts). Then he changed it to some patriotic stuff after and hasn't changed it since.

Why not just block me totally?

Because he can't be botherd or he dont use his work phone like that to even worry about contacting u
