There’s this guy he stares at me a lot and checks me out and we exchanged a few moments but I went on his page and it says he came out as gay at 17… I don't know why he keeps checking me out and stuff then :/ is it possible he maybe is now bi?

Sexuality is fluid and can change over time. I don't believe someone is 100% straight or gay, I think we could fall for somine when they're the right person.
But looking at you and talking to you isn't a immediate indication that he's attracted to you in that way. He could just want to be friends.
