This guy kept watching me from afar and staring at me for months but claims he was never that into me when I told him I liked him and noticed him staring at me. If a man stares at a woman from afar but doesn’t approach her does it really mean he is not that interested? If yes, why is he not that interested if he is obviously attracted and lonely?

That behavior means he finds her attractive. But finding a woman attractive doesn't always mean you want to invite her into your life, date her or do anything beyond just looking. I stopped approaching women ages ago but I might take a look if I see one I find particularly attractive.
