Should we have sex?

I like this guy and he likes me. The only issue is he is super busy and would not be able to put in the work for a starting relationship at this time. He said he is happy to be friends and hang or we can be casual but he doesn’t have the money, time, etc. for a being relationship the way he wants. I really want to have sex with him but don’t want to make things messy or stop the chances or anything in the future. Not sure what to do.

As things presently stand, there is absolutely no shot that having sex with that man will ever lead to a relationship. If you haven't started dating already, there's no reason to believe you'll start dating in the future (unless something about life substantially changes).

As a good general rule, if you need to ask if having sex with someone would be a good idea; don't do it.
