Possibly , if he keeps checking you out and trying to get your attention or to lock eyes with you and he is smiling , he might be shy or has low self esteem about himself, so he doesn’t know how to approach you to talk. But without talking to someone, you really don’t know what their true intentions are or what they are actually thinking , he can be plotting to murder you for all you know especially if he is just staring at you with barely any expression on his face. Some people just have a hard time breaking the ice with someone they are interested in , they pretty much become their own worst enemy , automatically assuming that person won’t be interested in them , I use to be kind of shy when I was younger but I eventually realized being shy isn’t going to get me anywhere , so I started to just be myself and treated people the way I wanted to be treated , Not everyone liked me but not everyone disliked me , so getting passed that shy stage has opened so many doors when it came to flirting with girls’ and getting her interest , Also it’s ok for a girl to approach a guy and make the first move as wel , don’t just sit back and think it’s his job to do so , if you find him attractive and you are interested in him , Go for it , it’s better to have an answer than no answer at all , is how I look at things , if I come across a beautiful girl that catches my eye, I just Go for it and try not to be creepy lol I just introduce myself in a respectful way and let her know she caught my attention , if she likes me back she will keep continuing the conversation with me , if not, she will decline , hopefully in a respectful way , some girls’ can be absolute bitches right away , like I should be able to read her mind of what she is into and not into , I can’t stand people that are that way , like their shit doesn’t stink or they are just better than you are. Those type of people need a reality check that they aren’t that friggin amazing, I still kill then with kindness hoping they realize how much of an asshole they are being. But overall I just Go for it , what do you really have to lose? I rather have an answer than no answer at all
