NOWADAYS everything makes a guy seem creepy when approaching a girl.
It’s a different world & times have changed.
Black and white thinking, to reduce a complex and multifaceted person down to just one or two metrics of assessment and then to believe you are more intelligent then the person you have unjustly categorized.
Most obvious answer is how he looks
Does he look older? does he have some features she doesn't find attractive?
How is he walking? What clothes is he wearing? and as he walking up can you smell him a mile away? Eww...

depends on the girl , whatever she doesn't like or personally feel comfortable with could make the guy appear creepy or weird. its one of those things
