How to Re-shape a bad body shape?

I recently lost weight and I wear a size 4-6, and I'm about 5'8. I have a small frame...my arms for some reason are so stubborn and look HUGE compared to the rest of my body. My legs almost look too thin, and I don't have much of a chest, so I just look weird! I don't know where to start to balance things out and change my shape--any advice?
