Runners have the tightest abs, so anything close to this at first, then work up to it (think strolling, then walking, then walking uphills, then Olympic style walk-race, then jogging... it takes time
Asthma an excuse? Give me a break, had it all my life, most top swimmers have it. This will begin to go away as you get out more but always carry an inhaler... just in case... and continue to walk, don't stop until your daily goal is complete. Exercise is #1 for BURNING the fat... and once muscle is developed, this continues to burn even while resting. This is calories out.
Foods - calories in must be LESS than calories out. Google some charts that show what walking 5 miles =, then what a Big Mac =. Do the math.

have to eat small meals at least 2-3 hrs to keep that metabolism revved up. wake up early, hydrate until you pee clear and go for a nice walk or jog at least 20 mins then LIFT, for around 20-30 mins high reps and high sets with lighter weight 5 sets of 20-30 reps, work like 2-3 different muscle groups or more if you want. can't stress the eating to, eat whole food and cook for yourself. prep food, dont eat junk. there you go plan for life FREE of charge for anybody wanting to change their life. plenty of lifting plans out there iam not even going to begin to get into that

You can't just reduce fat on one part of your body, it comes off everywhere. You already know about the no carbs/eat plenty of veggies/ be in caloric deficit blah blah... then I can only recommend doing weight training with cardio.
No exercise... cardio and a strict diet.
