Squats and lunges (using heavy weights) to get a more built lower body. You can't change your bone structure though. Some women's waists just naturally slope in.

Its difficult without a pic, but you can also widen your shoulders to get a more hourglass shape and try to improve delts. But its all about proportions. If you already have a short body, it will only make you more blocky. You can't do much about your bone structure ans since you are already low fat, you have to focuss on muscles.

It's just the structure of your ribs. Just try side planks and work on building your lower body. And wear clothes that hold at the waist and flare downwards to give the illusion of an hourglass shape :)
