The vital key to weight loss is less carbs more fitness. Sometimes your body will also confuse dehydration with hunger, so when you get hungry drink a glass of water, still hungry in 15 minutes? Eat. Not only starving yourself is super unhealthy, it'll just make you go on a junk spree after your body can't handle not eating, our bodies are dependant on food. Also try to eat out of smaller plates, with bigger plates you feel its a priority to fill most of the plate and start adding leafy green vegetables to your diet and some colorful ones for vitamins. Eating healthy isn't depriving yourself of food, its adding healthier food. Good luck!!

Do cycling for no more then an hour and a half a week intensely and eating properly and healthy.
Meaning as an example instead of grabbing a soda all the time instead opt for some juice like apple or cranberry or water. Instead of eating a bunch of chips instead have some nuts, dried fruit ( which can actually be pretty sweet like candy ) and other things along that line.
Drink nothing but water and do a run or walk for 30 min to an hour 3 to 5 days a week. Cut out whatever bad foods you feel you can do without. Give it a month or so and you should get what you want.

I'm 5'3 and 130 so you sound like you'd look skinny anyways. Work out, and RUN. But don't freak out when you gain weight after a while of working out. You're just gaining muscle. That number doesn't matter. A pound of muscle is smaller than a pound of fat. So you'll look thinner and more toned but probably weigh the same/more.
Since you're not overweight you should focus on toning. Do weight training at least 3 times a week with some cardio and you should see results. You may see a gain on the scale, but losing inches is more important. Once you increase your muscle mass you can eat more calories too :) HIIT workouts or insanity would be your best bet. I found that I look way thinner after a few months of weight training than I did just doing cardio. Oh also increase your protein if you do these types of workouts.
You can start out by eliminating added sugars and calories. Instead of choosing soda, go for water instead. Just an example. 😊
I suggest downloading the Nike health app. I can't recall exactly what it's called, but it's free and has workouts for legs, arms, back, shoulders, butt, and, everything. It's all for women. I used to use it for shoulder muscles.
