It depends on your body type honestly.
I'm very thin but my boobs are huge and I carry most of my weight on my top half. If I were overweight I would be Apple shaped with still relatively thin legs.
If you lose enough weight for it to be noticeable, why not keep going? Work out until you think you are a healthy weight and hen work on toning.

You have to cut your overall body weight and build more muscle in your chest, so it varies for everyone, just make sure whilst you're working out you don't over tire yourself. Even if you lose 20 lbs your breast cup may still be the same size BUT you may get smaller in size (does that make sense?) i. e. 36DD to 32DD or something xx
I had a D and went down to a B after about 15 pounds :/
If you truly have DD's you probably won't lose them, if there fat boobs then yes you will definatly shrink up a bit
I heard they don't get smaller with weight loss.

If you aren't the type of big boobs naturally, then a D (or in the worst case C), but if your boobs are naturally bigger, then they will stay at the same size. ^^

Depends on your genetics. My boobs stay the same size with weight loss/gain.
